  • Cooperative Learning – Cooperative learning refers to the joint implementation of a program by the institution and a subject (entrepreneurial entity/legal person or an individual with micro/small business status or a fixed tax payer status, as defined by Georgian legislation), where the achievement of learning outcomes corresponding to no more than 50% of the credits specified in the relevant program’s sectoral modules takes place in a real work environment.

  • Formative and Summative Assessment – The assessment of a vocational student is the process of confirming their knowledge and skills as defined by the vocational education program. The assessment of a vocational student’s achievements includes both formative and summative assessments.

Formative assessment is the evaluation of the learning process, which monitors the dynamics of the vocational student’s development, with the goal of assisting the student by providing feedback. Formative assessment is an integral part of contact hour activities and is conducted according to the decision of the vocational education instructor.

Summative assessment aims to provide a final evaluation of the achieved learning outcomes or a combination of outcomes, based on the performance criteria defined in the module. It relies on a system based solely on the principles of passing (competency confirmation), and allows for two types of assessments:

The learning outcome has been confirmed;

The learning outcome has not been confirmed.

  • Awarding Credits to a Vocational Student – Credits are awarded to a vocational student solely based on the confirmation of their achievement of learning outcomes.
  • Work-based Program – Within the framework of the work-based program, formative and summative assessments are used when evaluating a vocational student. Summative assessment is carried out to confirm the achievement of learning outcomes, while formative assessment is used during ongoing and intermediate evaluations.

  • Assessment System – Assessment System – Intermediate assessment is conducted at the mid-point of the program’s implementation and focuses only on the learning outcomes achieved before the intermediate assessment. Intermediate assessment is mandatory.

The intermediate assessment is carried out within the deadlines defined by the institution’s director through an individual administrative-legal act, which must be issued at least one month before the intermediate assessment takes place. By this time, the vocational student must have completed at least 40% but no more than 60% of the relevant learning outcomes of the modules. The content of the intermediate assessment pertains only to the learning outcomes achieved before the intermediate assessment.

Three working days before the summative assessment, the relevant vocational education instructor will provide detailed information to the vocational students regarding the assessment procedure and the assessment tool(s).

The results are communicated to the students within three working days.

Feedback on the assessment results is provided to students individually. However, general findings and feedback may also be shared with vocational students in a group setting by the instructor.

21.4. The assessment tool will be developed by the vocational education instructor and submitted for approval to the Head of the Educational Process Support Service, who, along with a relevant field specialist, will review its validity, reliability, transparency, fairness, objectivity, and, if validated, will confirm it. The vocational education instructor must submit the developed assessment tool to the Head of the Educational Process Support Service at least one week before the assessment, either via email or in physical form.

The vocational education instructor will use the specific module when creating the assessment tool.

The validation of the assessment tool will be carried out by the Head of the Educational Process Support Service and the field specialist.

To avoid conflicts of interest, the person who was involved in the development of the assessment tool will not participate in its validation.

Using assessment tools that have not been approved by the Educational Process Support Service is prohibited.

    • Non-confirmation of Learning Outcomes – In the case of non-confirmation of the learning outcome for a module/subject defined by the relevant vocational education program, the vocational student has the opportunity to retake and confirm the learning outcome for that module (which is a prerequisite for another module) within two weeks after the completion of the studies. If, within this period, the vocational student fails to confirm the learning outcome for the module/subject after one attempt, they must retake the module/subject and confirm the learning outcome again.

    If the vocational student fails to confirm any learning outcome for a module/subject as outlined by the program, they have the opportunity to retake and confirm the learning outcome for that module (which is a prerequisite for another module) at any time before the start of the next module (the module that does not begin within two weeks of the completion of the prerequisite module). If the vocational student fails to confirm the learning outcome after one attempt within this period, they must retake the module/subject.

    If the relevant module in the vocational education program is not a prerequisite for another module, in the case of non-confirmation of the learning outcome for the module/subject, the vocational student has the right to confirm the learning outcome only once before the completion of the relevant vocational education program.

    The vocational student is authorized to verbally agree with the vocational education instructor on the date to confirm the non-confirmed learning outcome before completing the module.

    • Evidence of completion is the material or digital confirmation of the achievement of the learning outcome by the assessed individual. All learning outcomes must be confirmed with the relevant evidence.

    Evidence of Completion – The responsibility for collecting evidence of completion lies with the vocational education instructor, who places these evidences in the vocational student’s portfolio and, after the completion of the module, submits them to the Educational Process Support Service.

    Evidence created within the framework of the vocational education program is stored in the Educational Process Support Service for a period of 3 years from the date the assessment report is issued (evidence is stored separately for each module). After this period, the evidence will be destroyed according to the procedures defined in the institution’s record-keeping rules.

    The college’s Educational Process Support Service records the evidence through an electronic journal. The evidence record journal includes the following information:

    Name of the vocational education program

    Full name of the vocational student

    Group number

    Name of the module

    Start and end dates of the module

    Signature of the responsible person

    Storage location of the evidence

    Evidence of completion includes a means of identifying the assessed individual.

    • Confirmation of Learning Outcomes – A learning outcome is considered confirmed if the assessed individual has been evaluated positively according to the assessment criteria.

    The confirmation of learning outcomes can take place either at the end of each individual learning outcome or by confirming multiple learning outcomes simultaneously.

    The learning outcome confirmed by the vocational student is documented in the vocational student’s assessment report and communicated to each student individually, either orally or in writing.

    Confirmation reports of vocational learning outcomes are stored in the portfolio in the Educational Process Support Service until the vocational student is awarded a qualification. After the qualification is awarded, these reports are transferred to the archive and stored indefinitely.

    A vocational student who does not successfully complete all modules of the vocational education program and decides to discontinue their studies is entitled to request a certificate and transcript for the modules/learning outcomes they have completed.

    An internal support group is created within the institution to monitor the assessment system and evaluate its effectiveness.

    The creation and functioning of the internal support group are regulated by the institution’s quality management mechanisms.

    Within the framework of the work-based program, formative and summative assessments are used in the evaluation of a vocational student. Summative assessment is carried out to confirm the achievement of learning outcomes. Formative assessment includes intermediate evaluation, which allows for monitoring the vocational student’s progress in achieving the learning outcomes defined by the program and ensures timely intervention in the teaching-learning process.

    • System of Interim Assessment – Within the framework of interim assessment, the student receives recommendations and advice regarding the achievement of learning outcomes.

    In the work-based learning professional program, interim assessment is appointed by the college’s director.

    The topic of the interim assessment should include the completed learning outcomes of the modules within the vocational education program up until the moment of the interim assessment. This involves a comprehensive assignment summarizing the covered topics and/or assignments.

    Interim assessment can be carried out using the following types of assignments:

    • Comprehensive assignment
    • Practical assignment
    • Presentation
    • Portfolio presentation
    • Completed or ongoing project
    • Completed or ongoing project

    The system of interim assessment is based on the college’s core assessment principles, specifically confirming the result or not confirming the result.

    Participation in the interim assessment is a prerequisite for being admitted to the qualification exam.

    In cases of non-participation in the interim assessment for valid reasons, the vocational student is entitled to submit a document confirming the objective circumstances that caused the absence from the interim assessment. Objective circumstances include deterioration of health, the death of a family member, etc. Based on the submitted documentation, the college’s director will issue an individual administrative legal act to schedule an additional assessment date. The additional interim assessment may be scheduled no later than 2 weeks after the original interim assessment.

    The prerequisite for admission to the qualification exam is the confirmation of all learning outcomes defined by the program and participation in the interim assessment.

    A required condition for awarding a qualification to the vocational student is passing the qualification exam, which aims to assess the student’s ability to apply the achieved learning outcomes comprehensively in the process of fulfilling professional duties and tasks.

    The Educational Process Support Service is responsible for informing vocational students about the interim assessment

    To conduct the interim assessment, a commission or multiple commissions are appointed by the college’s director.

    Each commission consists of no fewer than 3 members. The commission includes vocational education instructors who assess the vocational student based on pre-established criteria.

    The interim assessment does not have any legal consequences for the vocational student. Legal consequences for the vocational student arise only from failure to participate in the interim assessment.

    The result of the interim assessment is not subject to appeal.

    The Educational Process Support Service ensures that vocational students are informed about the interim assessment, including the period of the assessment, its significance, consequences of non-participation, the assessment procedure, and more. Vocational students should be informed no later than 3 working days after the issuance of the order, and within a reasonable time before the interim assessment is conducted.

    • Qualification Exam – The qualification exam is held before a commission created by the order of the college’s director.

    The composition of the qualification commission is defined by no fewer than 3 members.

    A member of the qualification commission can be a vocational education teacher from the relevant field, as well as an invited person with practical competence in the relevant field.

    The qualification exam is graded according to the following system: result confirmed / result not confirmed.

    Appeal – Based on the order of the college director, an appeal commission is created, and the deadline for reviewing the issue is determined, which should not exceed one week. The appellant is immediately notified about the start of the review process, and their rights and obligations within this process are explained.

    • The appeal commission consists of: the director, the head of the educational process support service, a vocational student (the student must not be from the same group as the student filing the appeal), a specialist in the field – vocational education teacher(s) (the vocational teacher must not have a conflict of interest).

    In order to thoroughly and fairly review the vocational student’s statement, the commission will reconsider and assess the evidence of performance or reevaluate the student with a conclusive assessment. Based on the results, the commission will formally respond to the vocational student’s statement in the form of a decision. This response must be communicated to the vocational student without delay.

    The appeal commission is required to justify the objectivity of the assessment to the vocational student and has the authority to change the student’s assessment (in favor of the student) or leave it unchanged if the appeal is unfounded or unjustified.

    If the appeal is upheld, the appeal commission will submit an official letter to the director of the college regarding the correction of the assessment in the relevant report.

    A general written complaint, which does not clearly and specifically outline what the vocational student is protesting, will not be reviewed. The decision to leave the protest unconsidered is final and cannot be appealed.

    The result of the appeal will be made known to the vocational student within two weeks from the submission of the written complaint.

    In the case of receiving a negative assessment for the internship/practical project/qualification exam, the vocational student is entitled to appeal the assessment within 1 (one) week from the notification of the assessment.
