Library Usage Rules

    • Area of Regulation – This rule establishes the library usage regulations of LLC ‘Meridian Maritime Training Center’ (hereinafter referred to as the ‘College’), regulates membership in the library and other matters related to the library’s operation. It defines the purpose and functions of the library.

    The library is guided in its activities by the ‘Law of Georgia on Vocational Education,’ the ‘Library Affairs Law’ of Georgia, the Charter of the College, this rule, and other legal acts applicable within the College.

    • Library Intellectual Resources and Their Usage – The library has a reading room equipped with necessary inventory, a variety of books and non-book collections available in different languages, and an electronic catalog.

    A reader/subscriber has the right to use the library’s print collections, reading room, electronic catalog, and free access to electronic databases.

    The library provides free access to computers, the internet, photocopiers, and scanners.

    The resources available in the library correspond to the professional programs implemented by the College.

    The library’s operating hours are Monday through Saturday, from 10:00 AM to 6:00 PM.

    A person wishing to join the library is required to familiarize themselves with the library’s operational rules and the rights and responsibilities of the reader as defined by these rules.

    • Membership – Access to the intellectual resources of the educational institution’s library is available after joining the library.

    The membership of a vocational student is activated immediately upon enrollment in the institution for free – a reader’s form/electronic file is created, which contains the following information: the vocational student’s full name, date of birth, personal identification number, address, phone number, and specialty.

    The membership of the administrative staff, vocational education teachers, training course instructors, listeners, and other staff invited by the institution is activated after their appointment to the position, for free – a reader’s form/electronic file is created, which contains the following information: the reader’s full name, date of birth, personal identification number, address, phone number, and specialty.

    Each specific case of library material being borrowed is recorded in the reader’s card, including the full title of the book, as well as the borrowing and return dates.

    The reader/subscriber is obligated to notify the library of any changes to their personal information.

    • Access to Library Resources – Library usage is accessible and unrestricted for everyone. A reader, to access study materials (books, electronic resources, etc.), should approach the librarian.

    The librarian provides the reader with the following information:

    • Whether the resource of interest is available in the library.
    • Whether the resource can be borrowed and for what period.
    • What alternative sources are available to obtain the required information.

    A reader can only borrow a resource from the library with the librarian’s permission.The borrowing/returning of library intellectual resources depends on the resource’s category, the number of copies available, and the frequency of its demand.

    Materials kept in a single copy in the library’s collection will not be issued under any circumstances. Such materials can be used within the college’s reading space.

    A reader is allowed to borrow up to 3 books at a time.

    Only library members are entitled to borrow books from the library.

     

    A reader has the right to:

    • Access the library’s documents in accordance with the library usage rules.
    • Receive full information about the topics of interest to them.
    • Use the library’s search tools.
    • If the original document is unavailable or there is only one copy, request a photocopy or scan of the required study material.

The reader has the opportunity to use the following borrowing rights for books:

  1. a) Textbook (if there is a sufficient quantity in the library) – 7 days.
  2. b) Textbook (if there is not a sufficient quantity in the library) – 3 days.
  3. c) Fiction literature – 14 days.
  4. d) Books of other categories – 14 days.
  • Once the return period for borrowed library materials has expired, the reader is required to return the material to the library. If the return date falls on a holiday, the material must be returned on the next working day.If the reader still needs the material, they may borrow it again for the period specified by these rules, provided there is no demand for it by other readers.If the reader is unable to return the library material on time due to valid reasons, they must notify the librarian on the same day. Otherwise, it will be considered that the reader has violated the terms of library material usage for unjustifiable reasons.
  • The extension of the book return period can be requested either in person or via email.
  • Return of Borrowed Resource – The reader is obligated to return the borrowed book to the library on time; the date of issuance of the item is recorded on the book’s information form and in the corresponding electronic database.

If an actively used book is requested by another reader, the user must return it to the library no later than 48 hours after receiving a notification from the library administration, even if it is before the previously agreed-upon return date.

The reader/subscriber may request an extension of the return period for the borrowed book either in person or via email, only if there is no demand for the book.

One day after the book return deadline has passed, the reader will no longer be able to borrow the intellectual resource outside of the library’s designated area. The library staff member who issues (or receives) materials is required to check the condition of the material with the reader. In the event of damage, the librarian must document the findings. In the case of damage or loss of library resources, the reader is obligated to provide a replacement or compensate for the loss.

The reader/subscriber will receive a warning from the library administration regarding:

  • The overdue return of the book,
  • The request of an actively demanded book by another reader,
  • Any sanctions imposed for violating behavioral rules.

Three days after the return deadline, the librarian will send the reader a reminder about the overdue book.

The librarian will also send a warning if the book borrowed by the reader is requested by another reader.

The librarian will send a warning about the sanctions outlined in this document if the library usage rules are violated.

Failure to receive a notification about the overdue return does not exempt the reader from their obligations

In the college library, library resources can be acquired through purchase, donation, or accessible electronic links. After entering the library, printed resources are recorded in the inventory book. They are then technically processed (labeled, stamped, tagged, classified, etc.), and subsequently entered into the electronic catalog, with an entry made in the card catalog. The fully described and processed resource is shelved on the shelf according to the appropriate decimal classification.

  • Respect the rights of both library staff and other users.
  • Take care not to damage the library’s material-technical resources.
  • Upon entering the library, the reader is obligated to:

Set their mobile phone to silent mode,

Maintain silence,

Refrain from disturbing other readers during group work.

  • After using library resources, do not place them back on the shelf independently. Instead, hand them to the librarian or leave them on the table.
  • When receiving a book or other material, carefully check it, and if any defects are found, inform the librarian.
  • Bringing food into the library is prohibited, except for bottled water and other mineral drinks.
  • The reader is prohibited from borrowing a book or other resource from the library without a special entry by the librarian in the reader’s account.

 

The following are permitted in the library:

  • Familiarization with study materials, reference, and other literature.
  • Searching for and downloading materials from the internet.
  • Using CD disks and FLASH memory cards (with librarian’s consent).
  • Using electronic mail.
  • Accessing the college’s website.
  • Using the printer, photocopier, and scanner.

 

 

 

 

 

The following are prohibited in the library:

  • Noise and loud talking; mobile phones must be set to silent mode.
  • Any activity that disturbs other readers or library staff.
  • Misuse of the library’s electronic resources (this includes using non-designated websites, downloading movies or games, changing equipment configurations, etc.).
  • Damaging resources.
  • Borrowing books without permission.
  • Smoking and bringing alcoholic beverages.
  • Bringing food, except for bottled water and other mineral drinks.

 

The librarian:

  • Is responsible for the library’s property and its usage.
  • Takes appropriate measures to improve the library’s material-technical base.
  • Ensures the provision of services to readers.
  • Ensures the proper documentation (catalog, inventory book, reader form, etc.).
  • Ensures the processing of books in accordance with international standards.
  • Ensures the accounting of resources in the electronic catalog.
  • Maintains order in the library.
  • Submits an annual report to the college director at the end of each year.
  • Participates in the implementation of professional programs.
  • Keeps statistics on the usage of educational resources.
  • Keeps the library’s stamp with the librarian
  1. In the case of insulting a library employee or another user, the reader will be subject to disciplinary sanctions in accordance with the institution’s internal regulations and ethical codes.
  2. If the library’s resources or inventory are damaged, and guilt is established, the reader will be held responsible and must fully compensate for the damage.
  3. If the silence in the reading room is disturbed (e.g., loud talking, phone ringing, etc.), the reader will receive a verbal warning from the librarian. If the same violation occurs a second time, the reader will be asked to leave the reading room.
  4. If a library resource is taken without permission, the reader will be subject to sanctions as outlined in the institution’s internal regulations and ethical codes.
