Enroll in the college
- Enrollment in the institution – The college is obligated to enroll applicants based on the number of available spots for the announced program and the ranking position of the applicant, from highest to lowest, based on the applicant’s written expression of intent.For basic vocational programs, the number of available spots is as follows:
- a) 70% of the spots are filled based on the ranking score of applicants whose educational level is at the basic general education level
- b) 30% of the spots are filled based on the ranking score of applicants whose educational level exceeds the basic general education level
The form and deadlines for document submission are approved by the college director through an individual administrative-legal act.
To enroll in the college, the applicant must submit the following documents:
- Application addressed to the director;
- One 3×4 photo;
- Copy of the educational document. If the educational document is from a foreign country, a document confirming the recognition of the education issued by the National Center for Educational Quality Enhancement is required;
- ID card/passport (in the case of a minor, the ID of the legal representative/guardian);
- Copy of the applicant’s birth certificate or a document confirming legal representation;
- Depending on the program admission requirements, if requested, a medical certificate confirming the applicant meets the “Seafarer’s Health Standards” (as per the Ministry of Economy and Sustainable Development of Georgia’s Maritime Transport Agency’s Order #01 of February 26, 2014) – Seafarer’s Medical Certificate;
In accordance with the rules established by this article, an individual administrative-legal act is issued regarding the enrollment of applicants for the program.
The college has the right not to request the educational document if the relevant level of education is confirmed by the management system at the time of the applicant’s registration.
An applicant who has selected multiple programs during registration can only be enrolled in one program.
The position of an applicant in the ranking list is taken by the next applicant in the ranking list
If the institution refuses the applicant’s enrollment based on the procedure established by this article;
If the applicant refuses enrollment;
If the applicant is enrolled in another program.
If spots allocated based on the achieved educational level in the program are unfilled, those spots will be used for enrolling applicants from the second ranking list.
If two or more applicants have the same ranking score in the ranking list, and enrolling those applicants would exceed the number of spots available for the program, additional spots will be allocated for the program to accommodate the applicants with the same ranking score
If, based on this provision, the number of enrolled professional students exceeds the number of spots for the respective program, the extra enrolled students will be deducted from the available spots for the program in the following year.
The institution is required to ensure that information about enrolled individuals is reflected in the Vocational Education Management Information System before the starting date of the program, in accordance with the rules established by the legislation.
Based on the documentation submitted under this provision, the college will enroll the applicants in the vocational education program within the timeframe set by the Minister’s order and issue a contract with the applicant or their legal representative/guardian.
One copy of the contract mentioned in this provision will be provided to the vocational student or their legal representative/guardian, and the other copy will be kept in the student’s personal file.
- After the enrollment of professional students has been completed, the college is authorized to update the information about the remaining available spots in the professional education management information system within the deadlines specified by the minister.
- Determining the Number of Available Spots: The institution will determine the remaining available spots by using the remaining spots from the program after the completion of the enrollment process.
- Information for Applicants: The management system will provide information about the available spots to applicants who have not been enrolled as professional students.
- Option for Non-Enrolled Applicants: Applicants who have not been enrolled in the program they applied for have the right to choose up to three programs within the deadlines specified by the minister.
- Enrollment After Completion of Professional Student Enrollment: After the completion of professional student enrollment, the remaining spots can be filled by any individual who meets the admission requirements of the program, except for the programs selected through the center’s testing process. This process will follow the procedures established in Article 5 of the rules.
- Selection and Registration Process: The selection of applicants, formation of ranking lists, reflection of results, and enrollment for filling the remaining spots will be carried out in accordance with the procedures defined in these rules and the specifics outlined in this section.
- Choice of Program for Applicants with Multiple Applications: If an applicant has chosen multiple professional educational programs during registration, after the information about the available spots becomes accessible to the applicant (as defined in point 6 of this section), the applicant must select one program from those they applied for and which they are eligible for enrollment, within the deadline specified by the minister. The applicant must then submit the necessary documents for enrollment to the institution.
- Exemption from Certain Rules: The procedures for enrolling professional students do not apply to the filling of available spots as outlined in this section.
- Completion of Procedures for Filling Spots: All activities related to filling the remaining available spots must be completed before the start of the academic year, as specified in Article 6, point 2 of these rules.

- Individualized Educational Needs and Opportunities: To ensure the provision of education that takes into account the individual educational needs and abilities of all persons, this section defines the procedure for the admission of persons with special educational needs to educational programs.
- Program Availability: All programs for which admission is announced in the respective year are also accessible to applicants with special educational needs. The total number of professional students admitted may exceed the regular limit by up to 15% of the announced places, except in cases specified by law.
- Eligibility for Admission: A person who has been confirmed by a multidisciplinary team as having special educational needs and who has completed professional orientation according to the established procedure, is entitled to make a corresponding choice on the registration portal. The system will only offer programs for which the person has received a positive recommendation. This must be completed within the deadline specified in Section 5.2 of this rule.
- Review and Decision-Making: The institution will review the recommendations prepared by the relevant team and the accompanying documentation and will make a decision regarding the person’s admission to the program.
- Admission Priority: If the number of applicants registered for the program exceeds the available spots for applicants with special educational needs, priority will be given to the applicant who is applying for the first time to obtain the status of a professional student. Furthermore, the institution has the right to establish additional criteria for making the final decision.
- Issuance of Administrative Act: For the admission of applicants with special educational needs to programs, the institution will issue an individual administrative-legal act, record the data in the registration system, and inform the applicant with special educational needs in accordance with the selection period defined in Section 6.2 of this rule.
This procedure ensures equal access to education for individuals with special educational needs and guarantees that they receive the appropriate support and opportunities for enrollment in programs suited to their capabilities.

- Completion of Enrollment for Applicants with Special Educational Needs: After the enrollment of applicants with special educational needs is completed, the institution is authorized to update the information about the available vacant places in the Professional Education Management Information System within the time frame specified by the Minister.
- Determination of Vacant Places: To determine the number of vacant places, the institution uses the remaining vacant places allocated for applicants with special educational needs after the completion of enrollment.
- Information Delivery: The management system ensures that information about the remaining vacant places is provided to those applicants who did not obtain professional student status.
- Applicant’s Choice: The applicant is entitled to choose a program within the time frame specified by the Minister.
- Selection of Applicants for Filling Vacant Places: The selection of applicants to fill the remaining vacant places is carried out in accordance with the rules defined in paragraph 10.3 of Article 10 of this regulation.
- Exemption from Certain Rules: The filling of vacant places for professional students does not fall under paragraph 8.2 of Article 8 of this regulation.
- Completion Deadline: The actions for filling the remaining vacant places must be completed before the start of the academic year, based on the deadline specified in paragraph 6.2 of Article 6 of this regulation.
This process ensures that vacant places for applicants with special educational needs are filled according to the established regulations and deadlines.
